libfftw3-single3 software package provides Library for computing Fast Fourier Transforms - Single precision, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libfftw3-single3
libfftw3-single3 is installed in your system.
Make ensure the libfftw3-single3 package were installed using the commands given below,
